Who gives the ok to designate a fire zone?

Does the curb have to be painted red next to the fire zone sign? Can anyone put up a fire zone or does it have to be ok’d by the city or fire dept.? Who should someone contact to find out if its actually a fire zone? We have a building proctor who put up fire zone signs to prevent parking in a completely safe area, it has never been an issue before, but now has a problem with custodians and contractors using the area to park
