When is a California contractor deemed to have abandoned a job?

Contract signed May 2007, work began June 2007 to be completed within 10 weeks. No sign of contractor since late September. Job is 90% done, but not complete. Contractor has not been by for final payment, nor has he called with for any other reason. We recieved a call from a lumber vendor saying they were placing a mechanics lien on our house for non-payment from contractor. When is a job considered abandoned? And are we liable for final payment under circumstances?

How do you file a complaint against an immigrant contractor?

I would like to file a complaint to a certain contractor who is using an E2 visa that is meant for him working at a dry cleaners while he is actually practicing contracting. He has valid C10 (electrical) and B (general building contractor) licenses interestingly under his name (is this possible with an E2 visa); is he breaking any laws?
If so how should I file a complaint?

Can you hire a plumber and electrician without going through the contractor?

My first contractor flaked out and never gave me an estimate after I spent hours explaining to the plumber and electrician what I wanted done. Now I am trying to get the plumber and electrician’s estimates and have them lined up to work on a specific date. “Professional courtesy” because the bid was under the flakey contractor has impeded the process. I want to save the “surcharge” my contractor would charge and just hire the plumber and electrician by myself. Why is this so hard? What is the secret code to get this done??!! I want to save myself the money, especially since the bids are already done and they know what I want/need done!

Can a contractor place a lien on a house after the sale?

I sold a house in April and I have a sub-contractor who was not paid by the general contractor I hired. Apparently, the general contractor I paid kept the money and did not pay sub-contractors. Can the sub-contractor place a lien on my house even though I sold it?

Can just anyone report a contractor working without a licence?

In CA it is a misdemeanor for an unlicensed contractor to do more than $500 in work on a single project. This law cannot be “waived” by the customer. (California Business & Professions Code sections 7028 & 7048). But the question is this:
Can someone such as a neighbor of the homeowner report the contractor that the homeowner hired (to the Contractors State License Board, local police department, attorneys office, dept of insurance, etc,) even if they (the neighbor) have no evidence of them being payed more than $5000? If they simply see and hear weeks of work going on by that “contractor” and can prove that this contractor’s license expired 8 years ago?

How does an independent contractor handle taxes?

My husband a trucker and considerd and independent contractor. They do NOT take taxes and the like out of his paychecks. How do we go about paying the tax? We were told we needed to file paperwork every 3 months and that we should be holding x amount back, but what paperwork we need to file and how much to hold back is a mystery. Do we have to have an accountant or can we just do this ourselves? ANY information would be helpful. Thanks!
We have an accountant now and she is taking care of that aspect AND our household bills-the problem is our morgtage is repetedly late and there have been a few times the utilities have been turned off on us. I was just wondering if we could do this ourselves or if we should just let her keep handleing things?
To file ourselves what forms do we need and where do we get them?
Does the size of the household have any effect on this??
